NSF Prohibition of Participation in Malign Foreign Talent Recruitment Programs for Senior/Key Personnel

Dear Colleagues,

Effective May 20, 2024, the National Science Foundation will prohibit senior/key personnel from participating in Malign Foreign Talent Recruitment Programs (MFTRP).  For proposals submitted on or after that date, all senior/key personnel must certify (prior to proposal submission) that they are not participating in or party to a MFTRP.  Kuali Research Proposal Development will be updated to comply with this new certification requirement.
 
Participation in an MFTRP involves a position or activity that includes compensation (cash or in-kind compensation, research funding, travel, honorific titles, etc.) and is sponsored by a foreign country of concern or academic institution or foreign talent recruitment program identified in Section 1286(c)(8-9) of the National Defense Authorization Act for Fiscal Year 2019.
