Technology Transfer: Funding Recipients Keep Most Federally Funded Inventions, but Some Cited Reporting Challenges
Federal funding has led to thousands of inventions, including medicines, defense systems, and space technologies. To encourage inventions that benefit the public, Congress allows recipients of federal research funding—such as universities, small businesses, and nonprofits—to take ownership and profit from their inventions. In return, they must disclose their inventions to the government and report annually on efforts to profit from them. Recipients took ownership most of the time. We also found that reporting can be challenging for recipients and agencies. However, greater use of web-based reporting could help with some of the issues they face

Applicability of Transparency Act Subaward Reporting Requirements
NIH is reminding the extramural research community of longstanding subaward and executive compensation reporting requirements of the Federal Funding Accountability and Transparency Act (FFATA). All NIH awards issued on or after October 1, 2010 are subject to these requirements, which are published in the NIH Grants Policy Statement (GPS) Section 4.1.8 . The NIH GPS is incorporated by reference as a standard term and condition of every NIH award. NIH is aware of a small population of recipients with projects beginning prior to October 1, 2010 where the Notice of Award (NOA) inaccurately advised in section three that the subaward and executive reporting requirements were not applicable. In these instances, the NIH GPS language regarding subaward and executive reporting supersedes the NOA language. Impacted recipients will be contacted by the NIH Office of Policy for Extramural Research Administration (OPERA) to request they certify compliance with the reporting requirement

White House budget director Russ Vought isn’t done trying to cut the National Institutes of Health’s funding, but Congress isn’t taking him seriously anymore. Vought released a proposal last week to slash the 2027 budget for the world’s largest funder of health research by 10 percent, down from 40 percent last year. It’s unlikely Congress or the agency’s head will listen to him

EPA sets ‘no surprises’ science policy, reassigns researchers
The Trump administration is tightening its grip over EPA’s scientific enterprise as it prepares to relocate employees from its once esteemed research arm. The agency’s new, smaller science office has laid out its policies on how EPA will approve new research and publish its work for the public, according to internal memos obtained by POLITICO’s E&E News. Further, EPA’s remaining scientists from the now-dissolved Office of Research and Development received reassignments earlier this week, including many who will have to move if they want to continue working at the agency. The agency’s nonstop swirl of change has suffocated agency scientists, said Chris Frey, who led EPA’s research office during the Biden administration. “The deck is stacked against scientists who want to do good-faith science,” Frey said.

RSP planning memos commonly reference “by July 2026” as a representative date, but that is inaccurate – that anchor can slide significantly earlier or later. This is because the OSTP guidelines leave implementation timing to the funding agencies. In other words, while the OSTP guidelines set a single federal framework for RSPs, each funding agency must translate the OSTP framework into its own policy on its own schedule. Institutions then get up to 18 months after that agency’s effective date to implement and certify compliance. The result is that implementation and certification deadlines vary by agency, and some institutions will face staggered, sponsor‑specific due dates stretching from mid‑2026 into 2027, depending on when their major sponsors finalize their updates
