NSF & NASA disclosures required for SBIR/STTR subawards- Effective immediately

The Office of the President recently clarified that National Science Foundation (NSF) requires disclosures for all SBIR/STTR awards, regardless of Phase. Effective immediately, federal disclosures under the NSF COI Policy are required for all phases of SBIR/STTR subaward proposals. This is a departure from our previous procedures which excluded disclosures for NSF SBIR/STTR Phase 1 subawards.

On December 1, 2023, UCI implemented the National Aeronautics and Space Administration (NASA) COI Policy which closely aligns with the NSF COI Policy. Consequently, federal disclosures are now also required for NASA SBIR/STTR subawards. The COI website has been updated to reflect these changes.

For new NSF or NASA SBIR/STTR subaward proposals, individuals meeting the definition of an Investigator (an individual responsible for the design, conduct, or reporting of the project) must be listed in KR Proposal Development on the Personnel tab. All individuals identified as requiring COI disclosure must have a current KR COI Annual Disclosure before submitting the proposal to the sponsor.
