DHHS Indirect Cost Rate Renewal for 2016 – 2021

Dear Colleagues:

UCI’s indirect cost rate agreement with the Department of Health and Human Services (“DHHS”) has been renewed. The rate agreement contains new indirect cost (Facilities and Administrative, F&A) rates for the period July 1, 2016 through June 30, 2021. The new rates will be applied to new and renewal (awards with a new competitive segment) awards with start dates on or after July 1, 2019. The new rates will not be applied retroactively to the awards with the start dates prior to July 1, 2019, because doing so would create significant administrative burden and possibly cause overdrafts. This decision applies to all rate categories: Organized Research, Instruction, Other Sponsored Activities, and Intergovernmental Personnel Act. For off-campus research, and clinical trials, the overhead rates will remain the same, and for the Intergovernmental Personnel Agreements a 10% F&A rate has been established. All proposals should incorporate the new indirect cost rates for any period beginning July 1, 2019 and beyond.
