Dear Colleagues:
As we informed you last week (see below), NSF issued a revised version of the Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 15-1). As mandated by OMB, the new PAPPG will be effective December 26, 2014. The PAPPG has been revised to implement 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The Uniform Guidance incorporates language from eight existing Office of Management and Budget (OMB) circulars into one consolidated set of guidance in the Code of Federal Regulations. The PAPPG also has been revised to incorporate other significant changes and clarifications unrelated to the Uniform Guidance implementation. A summary of significant changes is attached for your reference.
NSF will conduct an online training session covering the changes to the PAPPG, as well as their associated award conditions, on Thursday, January 15, 2015, at 11:00 AM (PST). Registration for the webinar is required.

Subject: [Sponsored Projects] Revised NSF Proposal and Award Policies and Procedures Guide effective December 26, 2014
Importance: High
Dear Colleagues:
NSF has issued its new “Proposal and Award Policies and Procedures Guide” (“the Guide”). The Guide contains major revisions that implement the Uniform Guidance (2CFR200). It is effective December 26, 2014 as mandated by the Office of Management and Budget (“OMB”).
The full Guide can be found at: http://www.nsf.gov/pubs/policydocs/pappguide/nsf15001/nsf15_1.pdf and on the UCI Uniform Guidance webpage under “Agency-Specific Guidance”: http://www.research.uci.edu/uniform-guidance/guidance/agency-guidance.html
The significant changes to the Guide can be found at: http://www.nsf.gov/pubs/policydocs/pappguide/nsf15001/sigchanges.jsp. They are also attached to this e-mail.
Please read the Guide very carefully as it contains important changes that will impact proposal submissions to NSF and the administration of NSF awards, beginning December 26, 2014.
Please forward this to faculty, researchers and others that may be interested in this information.
If you should have any questions, please contact your Contract and Grant Officer in Sponsored Projects.
