Reminder Regarding Policy on Submitting Proposals and Receiving Awards through UCI

The University of California Office of the President recently alerted
campuses that the Flight Attendant Medical Research Institute (FAMRI) is
encouraging UC researchers to circumvent UC policy by routing proposals
to FAMRI and awards from FAMRI through outside fiscal agents.

Please remember that UC policy requires employees who receive any part
of their salary through the University, or whose activities use any
University resources or facilities, to submit their extramural proposals
and accept awards through UC
(http://www.ucop.edu/raohome/cgmemos/95-01.html). Exceptions to this
policy are rare and at UCI they must be approved by the Vice Chancellor
for Research (VCR). In reviewing requests for exception to this policy,
the VCR is required to consider a number of UC/UCI policies and
guidelines, including but not limited to: Use of UC resources in the
conduct of research, compensation plans, intellectual property, recovery
of direct and F&A costs, and liability. It is important to note that
this exception process is not intended as a way to circumvent UC
policies, principles or positions and that approved exceptions are
limited to extenuating circumstances where making an exception is in the
University’s best interests.

If an extramural sponsor either suggests or requires you to route
proposals and/or receive awards through an outside agent or requires you
to do anything in contravention to the above policy, please contact
Nancy Lewis, Director, Sponsored Projects Administration (949-824-2897
or nrlewis@uci.edu) or Bruce Morgan, Assistant Vice Chancellor for
Research Administration (949-824-5677 or bruce.morgan@uci.edu) for
assistance.
