Dear Colleagues:

 

On December 26, 2013, the Office of Management and Budget issued guidance entitled Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards (Uniform Guidance). It is effective December 26, 2014. This guidance replaces  OMB Circulars A-110, A-21, and A-133. The Uniform Guidance is part of major reform initiative of the federal government to streamline the process for making and monitoring assistance awards (grants and cooperative agreements), and to reduce the administrative burden while increasing accountability and transparency in federal awards management.

 

On Wednesday, May 14th at 10:00am – 12:30pm (PDT), the Office of Research and the School of Medicine are hosting the National Council of University Research Administrators’ webcast entitled: “The OMB Uniform Guidance: Key issues for Universities” at the following locations:

 

1)    Student Center, Balboa Island A

2)    UCI Medical Center, Building 23, Room 123

 

Please join us for this informative session that will provide an overview of the Uniform Guidance and key issues for Universities to consider when implementing it.  More information about this webcast may be found below and at NCURA’s website.

 

(Information will be shared at the Spring QRAM on May 21st regarding UC’s and UCI’s efforts to implement the Uniform Guidance.)

The new OMB uniform guidance was released on December 26, 2013. The guidance, or Omni-Circular, consolidates eight OMB circulars into a single document and changes some fundamental concepts underlying the management of sponsored programs. This program will address the vital information that universities need to understand about what the guidance means and how it will affect our current policies and business practices.  Is there still effort reporting?  Can we buy iPads and laptops? Do we still have title to equipment vested in universities? How do we monitor subrecipients? Do we have to change the way we charge fringe benefits?  The panel will provide current information about interpretations of those questions and many others.  This guidance is the single most significant change in research regulations in the last 50 years.  Join the panel for a review of its key elements.
