NIH Guide Notices

“This Guide Notice is intended to update DMS Plan elements to clarify common areas of confusion in the research community while streamlining and simplifying DMS Plans. Since the DMS Policy went into effect in 2023, NIH Institutes, Centers, and Offices have evaluated over 1,100 DMS Plans and found that while the majority were acceptable either initially or after minor revisions, many included extraneous details and exceeded the recommended DMS Plan length. NIH is revising DMS Plan elements and requiring the use of the corresponding format page to aid compliance monitoring.”

“This Notice corrects the previously provided effective date for the updated salary limitation for Executive Level II of $228,000 from January 11, 2026 to January 1, 2026. All other guidance provided in NOT-OD-26-034 remains unchanged.”\

“NIH supports scientific meetings, conferences, and workshops (hereinafter “conferences”) that are relevant to its scientific mission and to public health under the R13 and U13 activity codes. NIH’s support of conferences is contingent on the interest and priorities of the individual Institute, Center, or Office (ICO). Applicants are strongly encouraged to refer to the NIH Director’s Statement of Priorities, entitled “Advancing NIH’s Mission Through a Unified Strategy.”

As part of ongoing efforts to reduce administrative burden on the applicant community, NIH will remove the prior approval requirement for submission of conference grant applications under the R13 and U13 activity.”
