NASA changes coming October 1, 2024

NASA recently issued revised policies on Current and Pending Support (CPS) and Biosketches to implement requirements contained in the National Security Presidential Memorandum 33 and the CHIPS and Science Act. The updated policies and an associated new Malign Foreign Talent Recruitment Program certification will apply to new awards and funded amendments issued on or after October 1, 2024, regardless of when the proposal was submitted.  If a proposer is selected for funding that will start on or after October 1, 2024, and the proposal did not contain the new required forms, NASA will request and collect them and the new certification prior to releasing the award. 

 

Key changes include: 

  • Senior/key personnel (i.e., PIs, all Co-PIs, and Co-Is spending 10% or more of their time on an award) must use the common disclosure forms to submit a Biosketch and Current and Pending support (CPS) with each application.  
  • Senior/key personnel must certify disclosures are accurate and confirm they are not a party to a Malign Foreign Talent Recruitment Program. 
  • Grantee institutions must notify NASA within 30 days if they discover that a senior/key person failed to disclose CPS at the application stage or in an annual report. This change underscores the importance of timely disclosure updates in annual reports.
