Please see the message below, advising of changes to NSF’s suite of award terms and conditions. Note that these revisions implement certain requirements of the Uniform Guidance relative to the Federal Awardee Performance and Integrity Information System (FAPIIS), provide other clarifications, and will apply to new NSF awards and amendments issued on or after July 1, 2016.
You may review the applicable revisions in their entirety at http://www.nsf.gov/awards/managing/award_conditions.jsp?org=NSF however, for your convenience, the following is a brief summary of the significant changes and clarifications for each of the applicable set of conditions:
·Grant General Conditions (GC-1), Cooperative Agreement Financial & Administrative Terms and Conditions (CA-FATC), International Research Terms and Conditions, and Administration of NSF Conference or Group Travel Grant Special Conditions (FL 26):
oAllowable Costs, Article 12, has been updated to reference 45 CFR Part 75, Appendix IX, “Principles for Determining Costs Applicable to Research and Development Under Grants and Contracts with Hospitals.”
oRecipient Integrity and Performance Matters, Article 45, is an entirely new Article which implements the requirements stipulated in Appendix XII to Part 200 of 2 CFR § 200 (i.e. FAPIIS).
·Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Phase I Grant General Conditions:
oSignificant Project Changes, Article 3, contains a new requirement that written approval (e.g. via email) is required from the cognizant NSF Program Director for any project revision that results in a 5% or greater budget reallocation.
oPayments, Article 9, contains a new requirement that all SBIR Phase I awardees must request payments electronically through NSF’s Award Cash Management Service (ACM$).
oGrantee Responsibilities and Federal Requirements, Article 2, has been supplemented with language regarding the Authorized Organizational Representative (AOR).
oRecipient Integrity and Performance Matters, Article 37, is an entirely new Article which implements the requirements stipulated in Appendix XII to Part 200 of 2 CFR §200.
·Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Phase II Grant General Conditions:
oPrior Approval Requirements, Article 3, contains a new requirement that written approval (e.g. via email) is required from the cognizant NSF Program Director for any project revision that results in a 5% or greater budget reallocation.
oPayments, Article 13, contains a new requirement that all SBIR Phase II awardees must request payments electronically through NSF’s Award Cash Management Service (ACM$).
oGrantee Responsibilities and Federal Requirements, Article 2, has been supplemented with language regarding the Authorized Organizational Representative (AOR).
oNo-Cost Extensions, Article 5, has been updated to describe the revised procedures for submitting no-cost extension requests.
oProject Reporting Requirements, Article 14, clarifies the timing of interim reports and the information that is required.
oRecipient Integrity and Performance Matters, Article 39, is an entirely new Article which implements the requirements stipulated in Appendix XII to Part 200 of 2 CFR §200.
·Administration of NSF Conference or Group Travel Grant Special Conditions (FL 26):
oThe FL 26 has been revised to update external references to the Grant General Conditions (GC-1) Articles.

Dear Colleagues:
I wanted to make you aware that the Foundation’s entire suite of Award Terms and Conditions (see full listing below) has been revised to implement the requirements stipulated in Appendix XII to Part 200 of 2 CFR § 200 (the Uniform Guidance) regarding the Federal Awardee Performance and Integrity Information System (FAPIIS), as well as other clarifications to the conditions. Each set of terms and conditions is accompanied by a comprehensive summary of changes made to that document.
The revised Terms and Conditions will apply to all new NSF awards and funding amendments to existing NSF awards issued on or after July 1, 2016.
Revisions have been made to the following documents:
