Please find below an important Zotmail that was sent out last night to the entire UCI community referencing new guidelines for submitting extramural proposals to Sponsored Projects Administration (SPA). Please read thoroughly and redistribute widely.

 As mentioned in the below announcement, SPA will be conducting multiple information sessions regarding these guidelines before the implementation date of March 17, 2014.  Please watch for announcements regarding these sessions in the near future.

Dear Colleagues:

The Office of Research recently developed campus guidelines regarding the submission of proposals to Sponsored Projects Administration (SPA) for institutional review and approval. These guidelines establish procedures and requirements that are designed to ensure that all proposals are processed and submitted effectively, meeting any agency deadline, and that circumstances related to any one Principal Investigator’s proposal submission do not disadvantaged or negatively impact any other Principal Investigator. The guidelines will be effective as of March 17, 2014. Between now and that time, SPA will be conducting multiple information sessions regarding these guidelines. Please watch for announcements regarding these sessions in the near future.

All UCI employees – including faculty and researchers – involved in the development, preparation and submission of extramural proposals are encouraged to review the complete guidelines, which can also be found in the Sponsored Projects section of the Research Policy Library. The guidelines are intended to:

  • Remind the campus of the UC policy requiring that proposals receive institutional review and approval by SPA before being submitted to extramural sponsors
  • Clarify when a proposal is exempt from the guidelines
  • Require that proposals be submitted to SPA via the Kuali Coeus (KC) system
  • Describe the documents that must be routed in KC to enable SPA to initiate its institutional review
  • Establish timeframes for submitting standard and non-standard proposals to SPA for institutional review
  • Clarify the proposal review priority methodology used by SPA
  • Establish a process for requesting an exception to the guidelines
  • Define key terms used in the guidelines
