It appears that the Attachments functions are actually still not available – you might be getting the same error, or a system time out error (where the browser just spins and spins).
OIT is aware of the issue and are working on a resolution.
Another notice will go out again once things are back up.

Subject: Attachments Functions Currently Unavailable in KR
Dear Colleagues,
There is currently an issue related to the Attachments functions in Kuali Research. You are currently unable to view, upload or download any attachments within any of the Kuali Research modules. The attachments are also unavailable on the Award Transaction Summary (ATS) & Subaward Transaction Summary (STS).
OIT is currently looking into the issue and working with the FileNet team to work on a solution.
