Summary of Leave, Part-Time and Extension Policies Available to Ruth L. Kirschstein National Research Service Awards (NRSA) Trainees and Fellows

This notice clarifies policies on part-time training, leave (vacation, holiday, sick, parental, unpaid leave of absence), and requests for extensions of an award or appointments due to interruptions in training. The notice is applicable to graduate and postdoctorate trainees and fellows supported by Ruth L. Kirschstein National Research Service Award (NRSA) research training grants or individual fellowships. The details of NRSA policies can be found in the NIH Grants Policy Statement (GPS).  The relevant sections of GPS are Part –Time Training, Vacations and Holidays, Sick Leave, Parental Leave, Unpaid Leave of Absence and Extension of an Award or Appointment for Interruptions in Training.   

FY2018 – AHRQ to begin allowing Facilities and Administrative (F&A) costs of 8% MTDC for consortia located at foreign institutions
(NOT-HS-18-006)Agency for Healthcare Research and Quality

The Agency for Healthcare Research and Quality (AHRQ) Funding Opportunity Announcements (FOAs) do not allow foreign institutions to submit grant applications but do allow foreign institutions to participate in projects as members of consortia or as subcontractors only. Beginning October 1, 2017, AHRQ will allow, but not require, applicants to request facilities and administrative (F&A) costs (also known as indirect costs) for consortia located at foreign and international organizations at a fixed rate of 8 percent of modified total direct costs (MTDC), exclusive of tuition and related fees, direct expenditures for equipment, and subawards and/or contracts in excess of $25,000. Salary Limitation on AHRQ FY2018 Grants, Cooperative Agreements, and Contracts
(NOT-HS-18-010)Agency for Healthcare Research and Quality

This Notice provides information to applicants, grantees, and contractors of the Agency for Healthcare Research and Quality (AHRQ) regarding the salary cap limitations imposed for Fiscal Year 2018. The Consolidated Appropriations Act, 2018, Public Law 115-141, signed into law on March 23, 2018, restricts the amount of direct salary which may be paid to an individual under an HHS grant, cooperative agreement, or applicable contract to a rate no greater than Executive Level II of the Federal Executive Pay Scale. Effective January 7, 2018, the Executive Level II salary level is $189,600. According to P.L. 115-141, Sec. 202: “None of the funds appropriated in this title shall be used to pay the salary of an individual, through a grant or other external mechanism, at a rate in excess of Executive Level II.”
