New USDA COI Requirements Effective 10/29/25

To: USDA Investigators, Department Administrators, and Contracts & Grants Officers

 

The U.S. Department of Agriculture (USDA) has implemented a new conflict of interest (COI) requirement effective October 29, 2025. To meet these requirements, UCI will apply the same COI policy and procedures currently in place for Public Health Service (PHS) and Department of Energy (DOE). The COI website has been updated with the new guidance, to reflect these changes and the electronic research administration systems will be updated on October 29th.

 

Proposal Submission

All Investigators on USDA proposals including subaward proposals must have completed the KR Federal Disclosure and Certification within the last 12 months prior to proposal submission.

 

Just-in-Time/Initial Award

All Investigators must have completed the Ethics and Compliance Briefing for Researchers module within the last 2 years. Any positive COI disclosures will be referred to the COI Team for review.

 

Duration of the Award/Subaward

Annually, the Office of Research will confirm that all Investigators on USDA awards or subawards have completed their ECBR training within the last 2 years, completed their KR Federal Disclosure and Certification within the last 1 year. Any positive COI disclosures will be referred to the COI Team for review.

 

For Current USDA Awards/Subawards

The COI Team will review all active USDA  awards and subawards and will contact the Investigator directly if additional actions are required.
