Dear Colleagues:

I am forwarding the message below from Vice Chancellor Hemminger that extends the SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program until June 30, 2016.

We have also revised the STTR Phase 1 Request Form to reflect the increase in the maximum amount of award for this program. I have attached a copy of the revised from to this e-mail and it has been posted to the Office of Research website. Please use the revised form when submitting requests for indirect cost waivers for STTR Phase 1 proposals.

If you should have any questions, please direct them to me.

Subject: SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program Extension

Dear Colleagues,

I have extended this pilot program for an additional year, through June 30, 2016, in order to provide additional time to determine the long term viability of the program.  Please remember that, during this extension period, the pilot program still does not apply to SBIR or STTR Phase II funding, which continues to be subject to UCI’s standard applicable research F&A cost rate.

More information about the pilot program, including its implementing guidelines is available at the SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program webpage.

Sincerely,

John C. Hemminger

Vice Chancellor for Research

Subject: SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program Extension

Dear Colleagues:

I have extended the end date of the SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program through June 30, 2015.  During this additional period, we will continue our analysis of the program to determine its long-term viability in light of pilot program achievements, recent regulatory changes associated with the implementation of the Uniform Guidance and changes in UC/UCI F&A rate policy.  Please remember that during this extension period, the pilot program still does not apply to SBIR or STTR Phase II funding, which continues to be subject to UCI’s standard applicable research F&A cost rate.

More information about the pilot program, including its implementing guidelines is available at the SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program webpage.

Subject: SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program
Importance: High

Dear Colleagues:

The Office of Research has established a pilot program to encourage UCI’s participation in the U.S. Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, as well as increase interactions with promising small business concerns (SBCs) interested in advancing innovative technology of mutual interest.  Through this pilot program, UCI will apply a facilities and administrative (F&A) cost rate of 26% modified total direct costs (MTDC) to all UCI subcontract proposals to SBCs applying for either SBIR or STTR Phase 1 funding.

The pilot program is effective immediately and will continue through December 31, 2014 at which time the program will be evaluated to determine if it will continue.  It is important to note that this pilot program does not apply to SBIR or STTR Phase II funding, which will continue to be subject to UCI’s standard applicable research F&A cost rate.

More information about this program, including its implementing guidelines is available at the SBIR/STTR Phase 1 F&A Rate Reduction Pilot Program webpage.
